Documentary film tells the story of former city comptroller from Dixon, IL, Rita Crundwell, who stole $53 million of public funds across 20 years––making her the perpetrator of the largest case of municipal fraud in American history.  (Crundwell was recently transferred to the Pekin Federal Correctional Institution.)  Remember the story?  We all were asking " How could one woman steal that much money without anyone noticing?" Director Kelly Richmond Pope, an accounting professor at DePaul University, attempts to answer that question.
